Invitation for Community Submissions to Council
Woolsthorpe Wind Farm – Application to Amend the Planning Permit.
The Minister for Planning has given notice of the application to amend the planning permit for the Woolsthorpe Wind Farm 20060220-3.
Council will make a submission to the Minister on the amendment application.
Community feedback is sought to assist Council in making a submission.
Submissions to Council need to be in writing and submitted by close of business Friday 21 October 2022. Submissions to Council can be sent to the Moyne Shire Council Offices, Princes Street (PO Box 51), Port Fairy 3284 or emailed to moyne@moyne.vic.gov.au
Note – Council is not the decision maker on this application, the Minister for Planning will make the decision. If you want your objection or submission to be considered directly by the Minister, ensure you forward it to development.approvals@delwp.vic.gov.au Council cannot forward it on your behalf.
Council will limit its consideration of the application to:
- The nature and extent of changes proposed by the amendment application for the wind farm;
- Any significant detrimental effects which the amendment may have on the use and development of land; and
- The content of the Moyne Planning Scheme provisions as they relate to the amendments proposed for the wind farm.
Key aspects of the proposed amendment include:
- Changes to turbine dimensions including increase to the overall turbine height from 168 metres to 230 metres; increase to ground level clearance from 35 metres to 66 metres;
- Reduction in the number of turbines from 20 to 13;
- Removal of conditions related to post construction noise assessment and compliance with reference to the remit of the EPA;
- Changes to road access and associated vegetation removal offset requirements.
