Policy objective
Footpath decals are a creative tool for promoting local events and enhancing community awareness. The objectives of this policy are to:
- Enable council to consider and support multiple uses of footpaths in a way that balances the interests of businesses, community groups, residents, and visitors.
- Encourage footpath activities that are compatible with other community uses of public space and that contribute positively to the streetscape character.
- Ensure that the installation and use of decals is appropriately regulated, coordinated, and consistent across the municipality.

This policy provides clear guidelines for the design, installation, and maintenance of footpath decals within Moyne Shire. It ensures decals are used safely and responsibly to support local engagement and communication.
Who this policy applies to
This policy applies to the installation of footpath decals on any public footpath within the Moyne Shire Local Government Area that is owned or under the care, control, or management of Council.
This policy applies to not-for-profit community groups and organisations seeking to use footpath decals for public awareness campaigns that promote:
- Local Moyne events.
- Community initiatives.
- Civic programs.

Definitions of key terms and acronyms used within this policy
Footpath decal
A sticker or graphic temporarily affixed to pedestrian pathways to convey information or promote events.
Community group
A local non-profit or community-led organisation operating in Moyne Shire (e.g. sporting clubs, art groups, event committees).
Public footpaths
Are defined as all footpaths, shared paths, separated paths, shared zones within the care and control of Moyne Shire
Application process
To install footpath decals, applicants must obtain a footpath permit by submitting:
- A completed online footpath permit application;
- A sample image/design of the decal.
- A site plan identifying proposed decal placement.
- A certificate of currency for public liability insurance (minimum $20 million coverage).
Permit conditions
Display duration
- Stickers can be displayed for up to 5 weeks. The community group is responsible for completely removing the stickers in full, 2 weeks after the event concludes. Quantity and Location:
- Up to 20 stickers per permit.
- Exact number and placement are allowance are assessed case-by-case based on site conditions
Design and material specifications
- Maximum size: 600mm x 600mm
- Common size: 300mm x 600mm
- Shapes: Circular, rectangular, or custom
- Material: Non-slip, weather-resistant, and suitable for pedestrian areas
- Colour: Avoid dark tones (e.g., black, deep purple) to support accessibility for people with low vision
- Decals must comply with relevant safety and accessibility standards
Placement guidelines
- Maintain consistent spacing (e.g., every 5–10 -30 meters).
- Only one event per timeframe is permitted in the same area or at councils’ discretion
- Decals must be positioned to avoid trip hazards, not interfere with mobility aids; and remain fully within pedestrian zones (not on roads or vehicle paths)

Compliance and enforcement
Moyne Shire Council will:
- Conduct routine site checks.
- Remove any decals posing safety risks or installed without a permit.
- The applicant is responsible for the decal upkeep and removal.
