Around 3,560km of roads are situated within Moyne Shire and it is a huge challenge each year to maintain, repair and restore them. Moyne Shire places a high priority on road maintenance and each year allocate millions of dollars to the roads budget.

The roads within Moyne Shire are divided into two main categories - arterial roads and municipal roads - with Vicroads responsible for managing the former and Moyne Shire Council the latter.

Moyne Shire Council has a contract with Vicroads to perform road maintenance tasks on some of the arterial road network (Main Roads).

Moyne Shire has processes in place to help guide decisions about maintenance, construction and management of the arterial road network and the municipal road network. These web pages explain this process in detail.

Arterial Roads

VicRoads is the authority responsible for managing the arterial road network within Moyne Shire , which includes all roads classified as "highways" and "main roads".
These roads are:

Four (4) highways totalling 240km:
  • Great Ocean Road
  • Hamilton Highway
  • Hopkins Highway
  • Princes Highway

    Sixteen (16) main roads totalling 363km:
  • Ayresford Road (South of Cobden-Warrnambool Road)
  • Cobden-Warrnambool Road
  • Hamilton-Port Fairy Road
  • Koroit-Port Fairy Road
  • Koroit-Woolsthorpe Road
  • Macarthur-Penshurst Road
  • Mailors Flat-Koroit Road
  • Mortlake-Ararat Road
  • Myamyn-Macarthur Road
  • Penshurst-Port Fairy Road
  • Penshurst-Warrnambool Road
  • Spencer Road
  • Terang-Mortlake Road
  • Timboon-Nullawarre Road
  • Warrnambool-Caramut Road
  • Woolsthorpe-Heywood Road

    VicRoads follows a strategy, known as "Stitch in Time" to manage the Arterial Road network. The aims of this strategy include:
  • To address deficiencies in road conditions.
  • To reduce vehicle operating costs.
  • To prevent the need for future expensive reconstruction.

    The "Stitch in Time" strategy has the following objectives:
  • Resurface approximately 10 per cent of the arterial road network each year.
  • Rehabilitate sections of road that have a specified "roughness" that is above particular standards.
  • Upgrade bridges likely to cater for heavier vehicles, such as B-Double trucks and vehicles known as "Higher Mass Limit" vehicles. Higher Mass Vehicles could be trucks with a more sophisticated axle suspension system, such as milk tankers and stock transport trucks.

  • Municipal or local roads

    Moyne Shire Council is the responsible authority for approximately 1,563km of sealed rural roads, 1,086km of rural unsealed roads, and 160km of sealed and unsealed urban or town roads.

    It has developed a hierachy for the municipal road network, which is made up of the following categories:

    Rural
  • Link roads
  • Collector roads
  • Access roads

    Urban
  • Access CBD roads
  • Access streets
  • Access lanes

  • Mount Shadwell Quarry

    Moyne Shire owns and operates the Mount Shadwell Quarry, which produces quality scoria products from its site on the outskirts of Mortlake. The Mount Shadwell Quarry provides products for a range of customers including farmers, trades, construction and cartage contractors and the home handyman.     Works within road reserves

    If you are planning to conduct any sort of work on road reserves within Moyne Shire, you will need to obtain a permit.     Moyne Shire Road Management Plan

    The Moyne Shire Council Road Management Plan sets out Council’s standards in relation to inspection, maintenance and repair of municipal roads (local roads) within the municipality, having regard to the type of road, the resources available and Council’s policy and budgetary priorities.

    At its meeting held on Tuesday 25 September 2007, Council approved amendments to the Road Management Plan, which was first adopted in 2004. The amendments are mainly administrative in nature with some minor changes to standards. A copy of the plan can be downloaded by clicking on the link at the bottom of this page.

    A review of the Road Management Plan will be undertaken between January and June 2009.
